Ted L. Bartelt, PE
President, Structural Engineering Principal
Ted founded Alpha & Omega Group in 1998 and is the principal-In-charge of civil and structural engineering projects.
Ted's three decades of experience range from investigations of buildings, bridges, dams, and other types of structures to bridge design, building design, industrial facilities, equipment supports, concrete tilt-up design, flood studies, storm water impoundment design, erosion control design, water and sanitary system design, retaining wall design, concrete repair, parking lot design, general site development, project specifications, cost estimates, and construction administration.
T. Glenn Zeblo, PE
Vice President, Civil and Water Resources Engineering Principal
Glenn is the lead civil engineer overseeing design and business development. His responsibilities include project design from initial client contact through project closeout.
His experience consists of all aspects of civil-site and civil-structural design including bridges, building structural renovations, concrete repairs, site design which includes grading, staking, erosion control, site drainage, stormwater management, and utilities, project specifications, cost estimates, final plan review, and construction administration.
Glenn has extensive experience working with municipal, county, state, federal, and private clients in North Carolina.
Matthew J. Moyer, PE
Senior Project Manager
Matthew joined Alpha & Omega Group in January 2018 to manage bridge inspections. Seeing bridge preservation as a way to save money over time, his focus is to serve clients by providing NBIS bridge inspections, condition assessments, and maintenance and rehabilitation solutions to extend the life of bridges.
With 17 years of experience as a professional engineer, Matthew has been certified as an NBIS (National Bridge Inspection Standards) team leader since 2009. He has inspected more than 1,000 highway bridges, 1,000 railroad bridges, and 400 signal poles. He has conducted 49 bridge rehabilitation projects, three tunnel rehabilitation projects and 50 in-depth condition assessments for bridges. In addition to bridge preservation Matthew has also designed steel, prestressed concrete and cored slab bridges.
William (Bill) S. Needham, PE
Civil Project Manager
Bill joined A&O in January 2019 with more than 30 years’ experience with civil-site design’ stormwater drainage design; water, sewer, and underground utilities layout and design;.earthwork quantity calculations; and hydrogeologic studies. He owned a stormwater maintenance company for 11 years, specializing in stormwater remediation, erosion control, stormwater systems inspections and maintenance, drainage infrastrucure design and installation, landscape maintenance and installation. As a business owner, he gained experience in business development, client relations, marketing, employee relations, financial management, equipment procurement and management.
Forrest E. Robbins
Senior Designer, Project Manager
Forrest is a senior designer and project manager responsible for civil and structural plan development, construction administration and QA/QC. His transportation experience consists of all aspects of roadway design, including NBIS bridge inspection. His bridge inspection responsibilities included assisting the team leader, report preparation, and acting as team leader for municipal and state-owned structures since 2001. Forrest has assisted A&O with six cycles of NCDOT municipal bridge inspection. He has also assisted with the inspection of the bridge and overhead sign structures at the RDU Airport in 2005 and the RDU parking structures in 2009. Forrest is an NBIS-certified bridge inspector.
Michael R. Meyer, PE
Michael has experience throughout the country with inspections, assessments, and design of structures of varying size, shape, complexity and condition. Improving inspection through smart data management and analytics is his current passion. His computer software skills include Risa 3D, tnxTower, RADAN 7, PITW, Mathcad, MATLAB, AutoCad and Solidworks. Michael is an NBIS bridge inspection team leader.
Rhonda L. Brewington, PE
Rhonda joined Alpha & Omega Group in March 2013. Her experience in civil engineering includes lot layouts, utility design, road widening, stormwater analysis, stormwater permitting, piped drainage design, public water line extension, and design of stormwater control measures. Rhonda is familiar with the review and approval processes of municipal, county, and state agencies.
Sara K. Christoph, PE
Sara has a bachelor of science degree from North Carolina State University in civil engineering, with a concentration in structures. Before joining A&O, she was a staff engineer for a local firm where she completed structural design for residential and commercial projects. Sara also worked in NCDOT’s structures management unit where she helped design bridges, cored slabs, and culverts. She is proficient with AutoCAD, Microstation V8i, RISA 2D, and StruCalc.
Jeffrey D. Goodin
Senior CAD Designer, IT Manager, UAS Remote Pilot
Jeff has 19 years of CADD experience in various engineering fields. During that time, he has been responsible for client coordination, project management, commercial civil site design, product design, structural and electrical detailing, grading & storm water drainage design, geometric tolerancing, and mechanical tooling design. As an IT professional, Jeff has built and maintained computer servers and workstations in the Windows environment, as well as managed all aspects of software licensing, installation and maintenance. Jeff recently earned certification as an FAA Remote Pilot and has obtained an NC Commercial Operator Permit. He is an active UAS Remote Pilot in Command, gathering aerial videos and photography for use in photogrammetry, 3D modeling and marketing. Jeff is proficient in the use of AutoCAD Civil 3D, Microstation V8i, Hydraflow Hydrographs, HEC-RAS, HEC-2.0, ArcView GIS, Microsoft Office, Adobe Acrobat, Agisoft Photoscan, ProDAD Defishr.
Jason B. Wilson
Jason has a degree from Appalachian State University in industrial design with a double minor in computer aided drafting and design and community and regional planning. With a strong background in structure drafting and roadway inspection for NCDOT, Jason has 16 years of experience in various aspects of roadway and bridge construction and plan preparation. Along with certifications in Bently MicroStation, he has experience using NCDOT structure and roadway manuals and knowledge of MicroStation V8i.
Stuart R. Hall
Bridge Inspection Assistant
Stuart joined Alpha & Omega Group in May 2017 as a bridge inspection assistant. With a background in metal fabrication and structural welding, he ran his own welding business in Connecticut for 17 years before coming to North Carolina in the summer of 2016. Stuart became interested in bridge inspection as a way to combine his knowledge of structural materials with an interest in engineering.
Ava C. Barlow
With over 20 years of journalism and graphic design experience, Ava brings both creative and technical knowledge to the marketing team. Along with Adobe Creative software experience, she also puts photography skills to use in coordination of marketing activities for the A&O team’s professional consulting engineering services. Ava manages proposals; writes, edits, designs and prepares marketing presentations in graphic and textual formats; designs, develops and maintains relevant marketing content for the website; and assists with preparation of materials for marketing meetings and conferences.
Donna O. Campbell
Donna has a wealth of experience in business accounting and bookkeeping. She manages the general accounting for A&O and processes all bookkeeping which includes reconciling bank statements, credit reports, quarterly tax reporting, company payroll and project invoicing. Donna works closely with project managers to ensure proper and accurate invoicing for the many active projects.
